          For the purpose of preventing begging in the state, Shri Jayachamarajendra Wodeyar Bahadur, who was the Maharaja of Mysore State at that time, issued a government order number: P: 4339 dated 9-12-1944 by allocating 300.03 acres of land in the survey numbers of Shrigandhakavalu and Sajjepalya village on the Bangalore-Magadi main road. On: 01-07-1948 the foundation stone of the buildings was laid and the Nirashrethara Parihar Kendra was started. Later, Government Order No.: RD 238/AQB 76 dated 06.12.1976 issued an order allocating 8 acres of land in Srigandhakavalu village for Nirashrethara Parihar Kendra , totaling 308.03 acres of land. Out of this 144.04 acres of land has been leased/transferred to various departments/organisations. At present a total of 165.19 acres of land is under the possession of Bangalore Nirashrethara Parihar Kendra.

       The Karnataka Begging Prohibition Act, 1975 is in force in the state of Karnataka, and begging is prohibited. Government Notification No: S.WD:15:SBR:97 Dated:28-08-1997 The Karnataka Begging Prohibition Act, 1975 has been extended throughout the State with effect from 28-08-1997. Accordingly, action is being taken to arrest the persons engaged in begging under the Act and keep them in Nirashrethara Parihar Kendras as per rules for relief/rehabilitation. Boys above 16 years or girls above 18 years engaged in begging under the said Act shall be rescued and placed under the protection of beggars/ Nirashrethara Parihar Kendras under the protection of beggars/Nirashrethara Parihar Kendras and provided with free breakfast, lunch, uniform, bed-cover, medical treatment. Various vocational training such as sewing, agriculture and horticulture, animal husbandry, sheep rearing, hand loom and power loom, handloom, readymade garment making, coir mat making, phenol, soap powder, bleaching powder, etc., household goods, with a view to prevent the refugees in refugee relief centers from reverting to begging after release. Training is being imparted in material making and file wrapper manufacturing units. Karnataka Prohibition of Begging Act, 1975 Section (31) provides that 3% of Beggary Cess taxes levied by local authorities/organizations on land and buildings shall be collected from beggary Cess 10% of administrative expenses will be deducted and the balance will be paid from beggars benefit to Central Relief Committee and 14 District Nirashrethara Parihar Kendras  under the Act. It is being allocated for comfort, wages, development and maintenance of Nirashrethara Parihar Kendras. Government Notification No:SWD:15:SBR:97 Dated:24-03-2000 levying beggars levy with effect from 01-04-2000 across the State to be collected from the local bodies and deposited with the Central Relief Committee.

         Karnataka Prohibition of Begging Act 1975 section (31) provides that 3% of the taxes levied on land and buildings by local bodies shall be deducted from the collection cost of 10% in respect of beggars' debt, and then the working activities of these bodies shall be carried out from the money of beggars' debt paid.

         Government Notification No:SWD:15:SBR:97 Dated:24-03-2000 levying beggars levy with effect from 01-04-2000 across the State to be collected from the local bodies and deposited with the Central Relief Committee.

         Atpresent in State 1) Bangalore 2) Vijara, 3) Bellary, 4) Belagavi, 5) Chitradurga, 6) Davangere, 7) Kalburgi, 8) Hu-Dharwad, 9) Kolar, 10) Mysore, 11) Mangalore (D.K. ), 12) Raichur, 13) Shivamogga and 14) Tumkur Districts are maintaining beggar/Nirashrethara Parihara Kendra's.        

              Government Order No: SWD 07 SBR 2017 Bangalore. Dated: 21-04-2017 Government sanctioned and ordered to start additional Nirashrithara Parihara Kendra’s in Chamarajanagar,  Hassan,  Haveri,  Yadgiri and Koppal districts. Building construction works are being carried out for basic infrastructure.
